PURPOSE: A system and a method for settling a mobile phone by code completion mode OTP(One Time Password) authentication with biometrics, and a recording medium thereof are provided to generate and output an OTP for mobile phone payment only through a mobile phone registered as a valid OTP medium. CONSTITUTION: If mobile communication company selection information, user mobile phone number and user residence registration number information are received from a user terminal, an information reception unit(235) connects the user mobile phone to a communication channel according to a mobile phone subscriber authentication result. The information reception unit receives OTP medium authentication information including not only the intrinsic information of the mobile phone but also the biometric identification information of a user. The intrinsic information of the mobile phone corresponds to the information stored in the USIM of the mobile phone.
