PURPOSE: A system and a method for settling mobile phone by seed combination mode's OTP(One Time Password) authentication with index exchange, and a recording medium are provided to generate and output an OTP based on OTP generation information in order to create an OTP for mobile phone payment only through a mobile phone registered as a valid OTP medium. CONSTITUTION: More than one OTP authentication request server(615) operates a small-sum payment target website to perform payment through a payment unit of a mobile phone. A mobile phone payment system links a user terminal(605) to the mobile phone. The mobile phone payment system process the OTP based small-sum mobile phone payment, and an interface providing unit(635) of the mobile phone payment system makes a mobile phone payment interface be transmitted to a user terminal.
