PURPOSE: A system and a method for settling a mobile phone by multiple code creation mode network's OTP(One Time Password) authentication with index exchange, and a recording medium are provided to generates an OTP for mobile phone payment only through a mobile phone registered as a valid OTP medium by generating an OTP based on OTP generation information. CONSTITUTION: An OTP generation unit(250) confirms and determines at least one fixing seed value and dynamic seed value for generating an OTP based on OTP generation information. The OTP generation unit substitutes the fixing seed value and the dynamic seed value for a preset OTP generation algorithm to generate the OTP. An OTP transmission unit(255) transmits the generated OTP to a mobile phone(200) through a mobile communication network. An information confirming unit(270) confirms the server-side OTP generation information corresponding to an index value.
