PURPOSE: A system and a method for settling a mobile phone by OTP(One Time Password) authentication with biometrics, and a recording medium are provided to authenticate the validity of an OTP based on sever-side OTP generation information and terminal-side OTP generation information. CONSTITUTION: A server transmits user residence registration number information to a communication company server. The server requests the user authentication. If the communication server transmits a user authentication result, the server authenticates a user who requests small-sum mobile phone payment(820). If the user is authenticated(825), the server is linked with a mobile phone to generate an OTP for mobile phone payment.
