PURPOSE: A system and a method for settling a mobile phone by multiple authentication mode network's OTP(One Time Password) authentication with index exchange, and a recording medium are provided to prevent the inappropriate approval for mobile phone payment by using a mobile phone of another user and the personal information. CONSTITUTION: A storage medium(270) stores OTP medium information including the intrinsic information of a mobile phone registered as an OTP medium. The storage medium allocates the intrinsic index values as terminal-side OTP generation information which included in a USIM of a mobile phone(200) registered as the OTP and at least one kind of OTP generation information which generates the terminal-side OTP generation information. An information reception unit(235) receives the OTP medium authentication information and the OTP according to a mobile phone subscriber authentication result through a mobile communication company.
