PURPOSE: A handover decision method in a wireless communication systems and an apparatus thereof are provided to obtain the mobility information of a mobile terminal without an additional measurement device such as a satellite navigation unit. CONSTITUTION: A mobile terminal transmits a response message to a measurement message to a network(S211). The network checks over handover information(S213), and judges the location information of the mobile terminal(S215). The network predicts the mobility for the mobile terminal(S217), and determines the handover for the mobile terminal according to the mobility prediction result(S219).
