PURPOSE: An LED device is provided to prevent the glare of a user by refracting and reflecting light emitted from an LED with a louver. CONSTITUTION: A light emitting unit(100) is arranged on one side of a substrate and is comprised of a plurality of LEDs. A driving circuit(110) is arranged on the other side of the substrate to control the light emitting unit. A light transmitting unit(120) is arranged on one side of the substrate to transmit light from the light emitting unit. The light transmitting unit is made of synthetic resin or glass. At least one louver(130) is formed on one side of the substrate with a lattice shape. A louver refracts and reflects the light emitted from the light emitting unit.
