PURPOSE: Mobile selection based initial access scheming method and apparatus in a multi-carrier system are provided to regulate loads between bands by optimizing initial accessing probability. CONSTITUTION: A terminal(301) receives system information for initial access scheme from a base station(315). The terminal uses the system information in order to determine an uplink initial accessing band to which an initial accessing signal is transmitted. The initial accessing signal is transmitted to the base station through the uplink initial accessing band. The terminal receives a responding signal with respect to the initial accessing signal from the base station through a pre-set downlink responding band.
