PROBLEM TO BE SOLVED: To discriminate whether or not, when a fault is present in a coating region, the cause of the fault is due to a fault of a material to be coated. SOLUTION: A droplet applying device 100 includes a region deciding part 61 deciding whether the coating region is normal or not every time a coating treatment is performed; a lot information obtaining part 64 for obtaining unit information expressing a unit to which the material to be coated belongs when subjected to a coating pre-treatment, where the material to be coated is subjected to the coating pre-treatment in each unit composed of a plurality of pieces before the application of the droplets; and a fault cause deciding part 62 for deciding that the cause of the fault of the coating region is in the material to be coated when it is decided by the region deciding part 61 that the coating region is faulty, and for the material to be coated having a coating region, when the unit information which is obtained by the lot information obtaining part 64 is different from the unit information of the material to be coated when the region deciding part 61 finally decides the coating region.
