PROBLEM TO BE SOLVED: To provide a hydraulic control device and a working machine having the same capable of improving fuel economy by regenerating a hydraulic fluid in a state of compositely operating a plurality of hydraulic actuators. SOLUTION: The hydraulic control device includes a regenerating oil passage y4 for connecting oil passages y2 and y3 between a boom cylinder 9 and a first control valve 17, a regenerating valve 18 capable of adjusting a flow rate of the hydraulic fluid flowing in the regenerating oil passage y4, an operation member for outputting a command for operating the first control valve 17 and the regenerating valve 18 by receiving input operation, and a limiting valve 19 capable of adjusting the flow rate of the hydraulic fluid flowing to the oil passage y2 from the first control valve 17 regardless of an operation quantity of the operation member, and determines whether or not the hydraulic fluid is regenerated via the regenerating oil passage y4, and reduces a flow rate of a hydraulic pump by throttling an opening of the limiting valve 19 when it is determined that the hydraulic fluid is regenerated.
