PROBLEM TO BE SOLVED: To provide an information management center and an on-vehicle terminal further effectively utilizing communication resources in vehicle-to-vehicle communication. SOLUTION: In the information management center 1, initially, travel information as to a scheduled existence area of a vehicle C1 existing at an areas A1 of out of the range of communication is collected. Next vehicles having the scheduled existence area indicated by the collected travel information and the areas A2 within the range of communication as a scheduled travel area are searched. Then the existence area information is transmitted to a searched vehicle C3. Since the vehicle 3 having the scheduled existence area and the areas A2 within the range of communication of the vehicle C1 as the scheduled travel area is detected and its existing area information is transmitted, transmission to other vehicles not requiring the existence area information is prevented.
