PROBLEM TO BE SOLVED: To provide a fixing device in which warm-up time and first printing time are reduced, which prevents fixing failure, even when a high-speed operation of the device is performed and also prevents a heat member from being deformed due to spring back, or the like, even when a heat member is thinned, and to provide an image forming apparatus. SOLUTION: The fixing device includes a fixed member 26, that is disposed in pressure contact with a pressure rotating body 31 via a belt member 21, thereby forming a nip; the heating member 22 having an opening 22a at a position opposite to the pressure rotating body 31; and holding members 29A and 29B holding the shape of the heating member 22 so as to prevent deformation of the heating member 22.
