PROBLEM TO BE SOLVED: To provide an image removal device that recovers an image formation substance transferred to a cleaning member from a peeling member and suppresses damage to the cleaning member and a blade member, and to provide an image formation removal system that includes the image removal device. SOLUTION: The image removal device 100 includes: a peeling means for peeling a thermoplastic image formation substance by thermally transferring it to a peeling roller 102 from a reusable material R to be subjected to recording; a cleaning means configured such that while a cleaning roller 105 is heated and rotated, the peeling roller 102 is slid, thereby the thermoplastic image formation substance thermally transferred to the peeling roller 102 is transferred to the cleaning roller 105, then a flow of the substance is blocked by an abutting blade member 106, and the obstructed flow of the substance is pushed out to an end of the cleaning roller 105 by a push-out member 107 and scraped off by a rotary blade 108; and a control means for controlling the push-out member 107.
