PROBLEM TO BE SOLVED: To provide a dried phlegm softener in oral cavity, which softens dried phlegm attached to oral cavity mucous membrane of a cared-for person in a short time and readily removes dried phlegm from the oral cavity mucous membrane without damaging the oral cavity mucous membrane in a short time. SOLUTION: The dried phlegm softener comprises a lubricant as a main component, a viscosity-imparting agent, a preservative and≥60.0% of purified water, has excellent wettability to dried phlegm and permeates into the inside of dried phlegm in application to dried phlegm attached to the oral cavity mucous membrane of a cared-for person, covers the surfaces of dried phlegm, prevents evaporation, hardly flows out and softens dried phlegm.
