PROBLEM TO BE SOLVED: To provide a means enabling to further improve corrosion resistance while sufficiently securing superior conductivity in a conductive member having a metallic base material layer and a conductive carbon layer arranged on its surface.

SOLUTION: In a dry film-forming method, a manufacturing method of the conductive member has a process of forming an intermediate layer on the metal base material and a process of forming the conductive carbon layer on the intermediate layer, and changes a negative bias voltage at forming the intermediate layer at least from a low value to a high value.
