<P>PROBLEM TO BE SOLVED: To provide a means for ensuring a mechanical strength (in particular, size stability in swelling) of a polyelectrolyte film. <P>SOLUTION: A polyelectrolyte film includes a first electrolyte layer including a first ion-conducting electrolyte and a second electrolyte layer disposed on both surfaces of the first electrolyte layer. Then, the second electrolyte layer contains a second ion-conducting electrolyte that is different from the first ion-conducting electrolyte and has water insolubility.
