SERVICE STATE MANAGEMENT SERVER, AND WIRELESS COMMUNICATION SYSTEM

PROBLEM TO BE SOLVED: To manage the state of services from the network side, and stochastically manage the state of services that are given to terminals and notify the most appropriate wireless system if selecting one system from a plurality of wireless systems.

SOLUTION: A service state management server has a service state value storage section 211 which acquires and stores values that indicate the state of a mobile station device in a unit area and a unit time from the mobile station device or a base station device, a service state calculator 213 which calculates both of a state probability and a transition probability in a unit area and a unit time based on a stochastic process, and calculates stationary state probability and transition probability in a unit area and a unit time which consist of service providing area and time based on the state probability and the transition probability of the mobile station device in the unit area and the unit time, and a service state management database 215 which stores the calculated service state.
