<P>PROBLEM TO BE SOLVED: To provide a toner replenishing device capable of stirring and transporting supply toner with a simple configuration, and easily performing toner replenishment without causing toner aggregation, and an image forming apparatus using the same. <P>SOLUTION: The toner replenishing device 1A is equipped with: a toner storage part 1 having a toner storage container 11 and a toner discharge port 13; a rotating shutter 12 for opening/closing the toner discharge port 13 in the toner storage container 11; and a drive part 2 for rotating the rotating shutter 12. As the drive part 2, a holding member 21 that rotates while facing the rotating shutter 12 via the bottom face 11a of the toner storage container 11, and a magnetic drive motor 23 are provided. In the holding member 21, drive magnets 21a and 21b are provided. In the rotating shutter 12 at a position facing the drive magnets 21a and 21, band passive magnets 18a and 18b are provided.
