PROBLEM TO BE SOLVED: To provide an electric power accumulating device regenerating energy on a secondary battery side by preserving a surplus charge current after the secondary battery is fully charged as energy without consuming it as thermal loss. SOLUTION: When a battery voltage (Ve) of a secondary battery 11 comes to be higher than a first reference voltage (Vref1) (in the case of full charging) at the time of charging the secondary battery 11 from a charging/discharging device 2, a first switch circuit (CMOS switch circuit 12 and relay RY1) is turned on, so that an electric charge is accumulated in a capacitor C1 by the charge current flowing from the charging/discharging device 2. When the battery voltage (Ve) of the secondary battery comes to be lower than a second reference voltage (Vref2) at the time of discharging to the charging/discharging device 2 from the secondary battery 11, a second switch circuit (relay RY2) is turned on, so that the electric charge accumulated in the capacitor C1 is discharged to the secondary battery 11 side.
