MOVING IMAGE DECODING APPARATUS, PROGRAM AND DECODING PROCESSING SIMPLIFICATION METHOD

PROBLEM TO BE SOLVED: To provide a technique with which reduction of loads concerning digital process of a moving image is attained, while suppressing deterioration in image quality on the receiving side and decoding a moving image.

SOLUTION: The moving image decoding apparatus is equipped with a frame determination means for determining whether or not an image for decoding in an input moving image stream is a non-reference frame image which is not referred to in decoding of other images; a slice analysis means for determining whether more than the determined number of skip macroblocks, without having unique encoded information exist by slice to be constituted by arranging macroblocks, when it is determined that the image for decoding is the non-reference frame image by the frame determination means; and a slice-editing means for setting all the macroblocks in a slice to the skip macroblocks when it is determined that more than the determined number of skip macroblocks exist by the slice analysis means.
