PROBLEM TO BE SOLVED: To provide a call connection control system, a data base device, a home location register, an exchange and a call connection control method, for appropriately regulating call origination/termination made by an unauthorized mobile machine specified by a machine number regardless of its ownership with respect to the unauthorized mobile machine. SOLUTION: The machine number of the unauthorized mobile machine considered as an object for which the call origination/termination is regulated is registered in the data base device 110, a telephone number corresponding to the registered machine number of the unauthorized mobile machine is acquired and held. An HLR (Home Location Register) 120 which obtains the held telephone number regulates a call termination request to the unauthorized mobile machine based on the telephone number. Furthermore, the exchange 130 which obtains data of an IMSI (International Mobile Subscriber Identity) corresponding to the telephone number from the HLR 120 regulates the call origination from the unauthorized mobile machine 150.
