PROBLEM TO BE SOLVED: To provide a substitute shaft that is safe and clean for a bamboo shaft or a wooden shaft by using a paper shaft containing waxes or the like to achieve excellent bending strength, moisture resistance, and water resistance. SOLUTION: A paper sheet is solidly rolled and bonded with adhesive agent to form the paper shaft, which includes at least one kind selected from waxes, higher fatty acid or its salt, and fat and oil.
