PROBLEM TO BE SOLVED: To provide an electrochemical capacitor using carbon nanotubes having large capacity, capable of reducing deterioration caused by charging and discharging, and suited to the electrochemical capacitor, and to provide a method for manufacturing the electrochemical capacitor. SOLUTION: The electrochemical capacitor includes a first substrate 11, a first current collecting electrode 12, a first electrode 13 to be a positive pole, a separator 14, a second electrode 15 to be a negative pole, a second current collecting electrode 16, and a second substrate 17 which are sequentially formed in the order, and further includes an electrolyte 18 filled between the first electrode and the second electrode and containing at least ions of noble metals, iron and chromium. Each of the first and second electrodes includes a carbon nanotube layer in which a plurality of carbon nanotubes obtained by thermally decomposing a silicon carbide film are erected. In the electrochemical capacitor containing these ions in the electrolyte, respective ions are not almost reduced due to charging and discharging, and as compared with no ion, more charge can be more effectively accumulated.
