PROBLEM TO BE SOLVED: To suppress the corrosion of a steel member. SOLUTION: A column 14 is of a composite structure including a first column 14A with a column reinforcement 20 arranged therein, and a second column 14B integrated with the first column 14A. The first column 14A is composed of plain concrete and the second column 14B is composed of weak alkali concrete. In this case, the second column 14B is weaker in alkalinity than the first column 14A. Then, the arrangement of the column reinforcement 20 inside the first column 14A better suppresses the corrosion of the column reinforcement 20, as compared with the arrangement of the column reinforcement 20 inside the second column 14B.
