PROBLEM TO BE SOLVED: To more intuitively control an imaging direction of a camera in the control of a camera photographing direction, using a panoramic image. SOLUTION: A center server 300 is provided to include a display processing part 305, which controls such that a panoramic image display region for displaying a panoramic image picked up by a camera terminal device 200 and an enlarged image display region for displaying an enlarged image by expanding a region corresponding to a designated position in the panoramic image are displayed; and a control part 310, which controls such that the region corresponding to the designated position in the panoramic image is picked up by the camera terminal device 200. The display processing part 305 displays an image picked up by the camera terminal device 200 under the control of the control part 310, in the enlarged image display region and the panoramic image is a circular panoramic image.
