PROBLEM TO BE SOLVED: To maintain stable combustion even if a load is fluctuated by a variation of a frequency or the like. SOLUTION: The control device 20 of the gas turbine 10 includes a first valve opening setting unit 21 which determines a fuel flow rate to be supplied to a combustor 103 and sets a valve opening of a fuel flow regulating valve 105 from the determined flow rate based on a power generator output instruction and a power generator output; and a second valve opening setting unit 22 which determines an intake air flow rate of a compressor 102 by the use of the fuel flow rate determined by the first valve opening setting section 21, and sets a valve opening of an inlet guide blade 104 based on the determined intake air flow rate.
