PROBLEM TO BE SOLVED: To provide a moving picture stream processing apparatus and a moving picture stream processing program capable of alleviating reduction of picture quality of a moving picture with alleviating a load of a decoding process.

SOLUTION: A moving picture stream processing apparatus, in a moving picture stream processing apparatus that carries out a process of a moving picture stream, has: decoding processing means that decode a part of a plurality of frames included in the moving picture stream; and frame generation means that generate a new frame compensating a frame that is not decoded by the decoding processing means using information of the frame decoded by the decoding processing means.
