PROBLEM TO BE SOLVED: To facilitate the setting of production conditions to obtain a slurry having a target viscosity. SOLUTION: In the setting of the production conditions when the slurry is produced by heating organic sludge, the relationship between a function R(T, t) using the heating temperature T and heating time t of the slurry as variables and the viscosity of the slurry obtained by the production under the production conditions is determined by producing the slurry while varying the heating temperature T and heating time t, which are the production conditions; the value of the function R(T, t) corresponding to the target viscosity of the slurry to be produced is determined; and the heating temperature T and heating time t are set so that the function R(T, t) takes the value.
