DEVICE, METHOD AND PROGRAM FOR MANAGING LICENSE

PROBLEM TO BE SOLVED: To correctly perform license management of software even when operating a plurality of virtual machines on one terminal.

SOLUTION: A license management device previously stores an identifier of the operating software and a license state to each piece of software, decides whether or not a license management part 112 holds a license in reference to the corresponding license state to start request information of the software including the identifier (SW-ID) of the software, and permits a start when holding the license.
