PROBLEM TO BE SOLVED: To provide a fog image restoring device and a driving support system for generating a restored image without calculating a vanishing point or a moving vector. SOLUTION: In the fog image restoring device 20, in order to generate the final restored image, an original image captured by a camera 10 and separated only to luminance components by an image separating part 22 is divided into local regions, and the luminance of pixels is directly calculated for each of the divided local regions from a simplified fog model shown by an expression (3), and thereby, the restored image is generated.
