PROBLEM TO BE SOLVED: To provide a new heat storage system capable of improving the COP of a heat storage type air-conditioning system by using the waste heat of an underground electric power sub-station built in a site of a facility. SOLUTION: In the heat storage system, warm air generated by waste heat generated in the underground electric power substation built in the site of the facility is made to contact with a heat exchanger of a heat pump chiller so as to suitably prevent dew formation on the surface of the heat exchanger regarded as a problem in a cold region. Since large heat energy can be extracted from the warm air, even in an environment where a night air temperature becomes is lowered to a freezing point or lower, heat energy necessary and sufficient for use for air conditioning in the daytime can be stored by using night electric power.
