PROBLEM TO BE SOLVED: To provide a road information provision device and a navigation device, for providing information on an uneven road surface as road surface information such that a driver can safely drive a vehicle without considering influence on a load or a delivery time. SOLUTION: The road information provision device providing road information to a road user includes: a road surface information storage part 2 storing road surface condition when a vehicle A travels as the road surface information together with lane information and position information of the vehicle A; and a transmission means 3 transmitting the road surface information stored in the road surface information storage part 2 to an optional vehicle B in response to a request from the vehicle B.
