PROBLEM TO BE SOLVED: To improve a cooling relaxing ability by adding a little quantity of water-soluble quenching agent before using, in comparison with the case of replacing the whole quantity of the water-soluble quenching agent. SOLUTION: A first process in which a molecular weight polymer 24 (water-soluble polymer) having lower than the average molecular weight of a water-soluble polymer in the water-soluble quenching agent 26 before using, is separated from the water-soluble quenching agent 13b after using, that is, a separating removal device 22 (the separating device) is included. Further, a second process in which the water-soluble quenching agent 26 before using, is added into the water-soluble quenching agent 13c subjected to separation by the separating removal device 22, that is, an adjusting device 25 is included.
