PROBLEM TO BE SOLVED: To attain communication through an always IP connection to a terminal device on an IP communication network by causing a mobile terminal being while an IP connection is not established yet, to establish the IP connection to the IP connection network. SOLUTION: When a connection request accepting part 16 accepts a connection request from an originator terminal 3, a call number extracting part 17 extracts a telephone number corresponding to a user ID included in the connection request from a user profile storage part 18, and a control message transmission part 19 transmits a control SMS to the telephone number. Since the control SMS includes a control code allowing the operation control for making the mobile terminal 2 establish an IP connection via a network N2 (cellular network), the mobile terminal 2 is connected to the network N2 by the IP connection. Thus the mobile terminal 2 and an HGW device 1 are connected by the always IP connection, and the HGW device 1 connects communication, so that the originator terminal 3 on the IP communication network and the mobile terminal 2 communicate with each other via the always IP connection.
