PROBLEM TO BE SOLVED: To provide a rare gas fluorescent lamp in which an external electrode is provided at the outer circumference of a glass tube and a translucent insulating film is coated on its outer circumference, and which has a structure to suppress deterioration of illuminance even when air bubble is included between the glass tube and the translucent insulating film. SOLUTION: A low refractive-index layer having a refractive index smaller than that of the glass tube and the translucent insulating film is formed between the glass tube and the translucent insulating film, and in the case the translucent insulating film is a heat-shrinkable tube, the low refractive index layer is formed on the glass tube and/or a heat-shrinkable tube, and in the case of an adhesive sheet, it is formed on the glass tube.
