PROBLEM TO BE SOLVED: To provide a high-quality handover function even in high-speed movement of a mobile node between base stations and to achieve high-quality handover processing in execution of important communication. SOLUTION: A communication system including a mobile terminal and a plurality of base stations with which the mobile terminal communicates, includes: a means for selecting a base station with which the mobile terminal should communicate, on the basis of movement state information of the mobile terminal and communication state information; and a means which broadcasts communication data addressed to the mobile terminal, to the selected base station.
