PROBLEM TO BE SOLVED: To provide a device which allows people living in a high-rise building and in an environment that is beyond reach of a ladder truck to escape from windows or verandas when a disaster, such as a fire, occurs downstairs and which can be installed easily at upper floors of the building from the outside in an emergency so as to allow the people to escape. SOLUTION: A planer body 1 includes an upper metal mount 2 and a large square rope drawing hole 4 on the lower side. A middle metal mount 5 is formed below the rope drawing hole 4 and an auxiliary fitting attachment hole 6, to which a mandrel moving part and an auxiliary fitting are attached, is formed below the middle metal mount. A lower metal mount 7 for supporting the auxiliary fitting is formed below the round hole to support the auxiliary fitting. Wing-shaped rope fixing holes 8 are cut on both sides of the auxiliary fitting attachment hole 6. A mandrel 9 is mounted movably on the middle metal mount 5 and is fixed by a mandrel stopper 3 arranged on the upper metal mount 2.
