PROBLEM TO BE SOLVED: To provide an aqueous surface treating agent for a metal material, which is free of hexavalent chromium ions and with which a coating film having excellent corrosion resistance, adhesiveness, solvent resistance or the like is formed. SOLUTION: The aqueous surface treating agent for a metal material is obtained by, in water, blending: a water dispersible urethane resin (A) having a glass transition temperature higher than 50°C, a lowest film forming temperature of≤40°C, and a carboxylic group as a functional group; an organic compound (B) having at least one cross-linking group, selected from an amino compound, an amino resin, a carbodiimide compound, a carbodiimide resin, an epoxy compound, an epoxy resin, a silane compound, an isocyanate compound and a urethane prepolymer having isocyanato group; and at least one metal complex compound (C), selected from zinc, aluminum and titanium.
