<p><P>PROBLEM TO BE SOLVED: To prevent a reduction in effect of introducing an energy system. <P>SOLUTION: The equipment plan creation device 10 creates equipment plan in an energy system equipped with an energy load, an energy generation device, and an energy storage device. The equipment plan creation device 10 is configured to create the equipment plan, and to calculate a value of a designated evaluation function for each of a plurality of demand scenarios obtained by estimating energy demands on the basis of the energy load for the operation plan of the created equipment plan, and to calculate an evaluation value by evaluating the equipment plan based on the value of the calculated evaluation function and the occurrence probability of each of the plurality of demand scenarios.
