PROBLEM TO BE SOLVED: To minimize line costs by suppressing the number of contracts of lines by multiplexing B-channel data of an ISDN line. SOLUTION: In an ISDN line multiplexing apparatus 4 provided with a terminal interface section 41 connected to a communication terminal; a delay circuit 42 connected to the terminal interface section; an ISDN line interface section 45; and a B-channel multiplexing section 43 for multiplexing data from the terminal interface section 41 onto a B channel of a leased line 3. The ISDN line multiplexing apparatus 4 includes a control section 46, having a function of arithmetically operating the total sum of a sum of multiplexed communication speeds and the communication speed of a new communication request, when there is the new communication request from the terminal interface during multiplexed communication on the leased line 3; a function of adjusting a communication enabled communication speed, together with a new communication terminal, when the total sum of communication speeds exceeds a communication speed of the B channel; and a function of designating a multiplexing position and causing the B channel to multiplex the new communication from the terminal interface 41 at the adjusted communication speed.
