PROBLEM TO BE SOLVED: To provide a video signal processing device and a video reproducing apparatus which can prevent generation of blocked-up shadows in dark images and prevent generation of blown-out highlights in light images. SOLUTION: A DVD player 1 is characterized in that it is determined whether a video signal has a portion having a signal level value higher than 100IRE, and if it is determined that the video signal has a portion having a signal level value higher than 100IRE, then compression processing for compressing a level of the video signal is performed so as to eliminate a portion having a signal level value higher than 100IRE from the video signal, and it is determined whether the video signal has a portion having a signal level value higher than 50IRE, and if it is determined that the video signal does not have a portion having a signal level value higher than 50IRE, then setup processing for adding a predetermined setup signal to the video signal is performed to level-shift the video signal.
