PROBLEM TO BE SOLVED: To provide an arrangement and wiring method for a semiconductor integrated circuit, capable of performing effective wiring even to a narrow-width arrangement and wiring region, without wiring congestion to the narrow-width arrangement and wiring region. SOLUTION: Through a grid-base wiring technique for arrangement and wiring based upon a longitudinal/lateral rule, degrees of congestion of wiring (use rates of wiring resources) of a wiring layer having a longitudinal wiring direction and a wiring layer having a lateral wiring direction are compared with each other to detect a wirable region wherein a degree of congestion of wiring is unbalanced. Then longitudinal and lateral wiring directions of the wirable region where the unbalance of the degree of wiring congestion is detected and longitudinal and lateral arrangement directions of a standard cell are changed, and arrangement and wiring are carried out, based upon a reverse longitudinal/lateral rule.
