PROBLEM TO BE SOLVED: To provide a handlebar cover having no rotation to the front when inserting a hand, in the handlebar cover of a bicycle adopting a flat handlebar. SOLUTION: In this cover for the flat handlebar, a handlebar insertion port 14 and a hand insertion port 16 are provided in a cover body part 10, and a fixing member is provided in the vicinity of the handlebar insertion port 14. The handlebar insertion port 14 is provided in a direction substantially orthogonal to the hand insertion port 16. A rubber string 30 is arranged at a position corresponding to a grip end E of the handlebar in the cover, and both end parts of the rubber string 30 can be derived to the outside of a rear face of the cover and can be converged and fixed. The cover is made of two sheets of fabrics of a surface side fabric 11 and a rear side fabric 12 made of neoprene rubber. A slide fastener 20 is provided at the handlebar insertion port 14, and the cover is fixed in the handlebar insertion port 14 part by a fixed belt 25 and a hook-and-loop fastener 26f.
