<p>A radio base station (eNB) comprises a resource allocating unit (11) that allocates SPS A/N transmission resource candidates to mobile stations (UE) during an SPS bearer setting process. The SPS A/N transmission resource candidates are resource candidates each of which consists of a combination of frequency-directional and code-directional resources with which a mobile station (UE) transmits, in response to a downstream data scheduled by SPS and transmitted via a PDSCH, an SPS A/N a predetermined time interval after the timing of receiving the downstream data. The resource allocating unit (11) allocates the SPS A/N transmission resource candidates to the mobile stations (UE) on the basis of a number of allocations of predetermined resources each of which consists of a combination of frequency-directional and code-directional resources available during the SPS A/N transmission interval of the mobile station (UE).</p>
