The present invention provides a terminal device, a Quality of Service(QoS) implementation method and a flow classifier. A terminal device connected to a network includes a QoS unit, and the QoS unit includes: a flow classifier which classifies the data flow transmitted through the network and outputs the classification result indicating the data flow classification, a policy database which stores the policy corresponding to each classification of one or more classification, and a policy implementation unit which receives the classification result from the flow classifier, searches the policy database to find the policy corresponding to the data flow classification indicted by the classification result, at least determines, based on the found policy, the processing applied to the data flow, and applies the determined processing to the data flow. The flow classifier can use the flow characteristic information and the flow context information. The QoS unit can further include a policy adjustment unit for receiving the user input. The policy implementation unit can utilize the overlay technique.
