A method and apparatus for reporting and obtaining terminal capability are provided. The method includes that: the terminal reports an information parameter of capability whether the terminal supports network-initiated quality of service (QoS) operation to a packet data service node (PDSN) and/or a home agent (HA).The present invention solves the problem that the network side can not know the capability whether the terminal supports the QoS operation, further allows the network side to determine whether to initiate the QoS operation according to the capability information of the network side and the terminal, thereby avoids misoperation.
