PURPOSE: A system for controlling a data compression rate of a full browsing service and a method thereof are provided to control a compression rate of data, thereby providing a differentiated service. CONSTITUTION: An IP(Internet Protocol) address is assigned to a mobile terminal(210) to which a switch(220) is connected. A proxy server(240) determines to compress resource data of a web page based on a member payment system corresponding to the IP address of the mobile terminal. The proxy server transmits the compressed resource data to the mobile terminal according to the determination result. A web server(260) provides resource data of the web page by a request of the proxy server.
