PURPOSE: An apparatus and a method for heating a ballast tank of a ship are provided to effectively prevent the freezing of ballast water because a ballast water sensor and a heating line are installed inside the ballast tank. CONSTITUTION: An apparatus for heating a ballast tank(20) of a ship comprises a plurality of heating lines(51) and a plurality of ballast water sensors(53). The heating lines are installed inside the ballast tank at regular intervals in the height direction. The ballast water sensors are installed inside the ballast tank at regular intervals in the height direction, alternately with the heating lines.
