PURPOSE: An underwater apparatus and a method for generating and storing ice in a reservoir are provided to freeze water stored in a reservoir using the cool air of below zero temperature in for the winter season. CONSTITUTION: An underwater apparatus for generating and storing ice in a reservoir comprises a compressor(160), support stands(110,120), a transfer pipe(170), a nozzle(172), a sump(180), a discharging unit, and a delay unit. The compressor compresses the cool air of below zero. The support is installed on the floor and incline of the reservoir. The transfer pipe is installed through the support of the floor and is connected to the compressor to transfer compressed cool air. The nozzle connects to the transfer pipe to produce ice. The sump concentrates cool water and cool air. The discharging unit discharges cool water and cool air collected in the sump.
