<P>PROBLEM TO BE SOLVED: To provide a power consumption controller contributing to frequency control of commercial system frequencies. <P>SOLUTION: The power consumption controller 10 is provided with a control means 12 which decides a power consumption command value on the basis of a target power consumption power command value and controls the power consumption of a power load device 2 consuming power from a commercial system 50.
